Adds a function that outputs the PCA-based Mahalonobis distance of a data based on a reference data set.

@yuhancui Thank you very much. The project structure has changed since this PR was created. Could you update the PR as follows:

1. add the file as NiBAx/core/muse_qc.py
2. change the header of the commit message to something like Add MUSE quality check and keep the third line as is

Once this is done. It's ok to be merged.
