[codex] Add CAIL work and unit support pages

Summary

• adds a public Work page for current CAIL projects and infrastructure arguments
• adds a For CUNY Units page for programs, offices, libraries, centers, and teaching teams
• links the new pages from the homepage, resources page, and header navigation
• updates request-access copy so the form covers Sandbox access, tool pilots, workshops, consultations, and unit support

Validation

• prose-lint on the new and updated public copy, with remaining warnings limited to the existing Tailwind class name vibrant
