fix(voice): improve veteran callback capture cue

Summary

Improves the Press 1 veteran callback capture experience after Robb’s approved Veterans Cannabis Care script.

This PR:

• Keeps the owner-approved veteran script intact.
• Adds a clear speaking cue for the caller to provide full name, phone number, and best callback time.
• Handles empty/silent veteran callback turns with a reprompt instead of treating them as completed details.
• Preserves safe fallback to staff callback if details still cannot be captured.
• Keeps existing parsing for caller-provided name, phone, callback time, and original utterance.
