Overview
Upgrades the chia-bls dependency from 0.36.x to 0.38.1 in Cargo.toml, and regenerates Cargo.lock/wasm/Cargo.lock to pull in the matching chia-sha2, chia-traits, and chia_streamable_macro versions.

The wasm lockfile also picks up a handful of unrelated transitive bumps (e.g., libc, linux-raw-sys, regex, rustix, tempfile) as part of the lock refresh.
