Lift the :update handler (and its build-script/project/config/global.json update steps) into a standalone IFalloutCommand type taking IConsolePrompts via the constructor. Calls the shared GetConfiguration/WriteBuildScripts/WriteConfigurationFile helpers still residing on Program until the Fallout-build#392 collapse PR.
