Scopes `fallout migrate <host>`: reading existing GitHub Actions / Azure Pipelines YAML and emitting idiomatic Fallout C#, with Fallout as the portable translation layer between CI hosts. Captures the import/export asymmetry, ConfigurationEntity IR reuse, the lift/stub model, build order, and round-trip validation. Tracks Fallout-build#429.
