Recovery snapshot — do not merge as-is

This draft preserves uncommitted AXI-102 work found in the server-side codex/chat-runtime-integration worktree before Forge development moves to a local PC.

Preserved scope

  • first-class runtime approval decisions in Command Center
  • actionable approval cards across issue and agent surfaces
  • run approval capture/resolution lifecycle and realtime activity
  • recovery behavior for patient waits
  • focused router/service tests

Why this is a recovery draft

The snapshot was authored on July 13 against the v0.10-era codebase. Some files and concepts have since landed or been superseded on current main (v0.27.0), while other working-tree changes differ. The changelog/version edits are historical and must not be used for a new release.

Required reconciliation

  • compare behavior against current AXI-102 and lifecycle implementations
  • retain only missing fixes and tests
  • drop obsolete version/changelog changes
  • rebase onto current main
  • run the full lint, typecheck, unit, and Playwright gates

Preservation validation

  • exact dirty worktree staged intentionally
  • no credential/private-key patterns found
  • git diff --cached --check passed before commit
  • branch pushed at 9d028003479033bfc4abe9962949ce7b645ff1d4
