Summary

Added Write Tests critical rule (fix(workflows): use email.utils for RFC 822 date parsing #10)
Added Run Validation before commits critical rule (fix(workflows): use temp file for RSS parsing #11)
Added perf and ci commit types
Renumbered existing rules (fix(workflows): extract RSS parsing to separate Python script #12, feat(scripts): add random blog post selector #13)
