Summary

Added Write Tests critical rule (Bump eslint and eslint-plugin-github #8)
Added Run Validation before commits critical rule (Bump @types/node from 18.11.0 to 18.15.11 #9)
Renumbered existing rules (Bump eslint-plugin-jest from 25.3.2 to 27.2.1 #10, Bump fast-xml-parser from 4.1.3 to 4.2.2 #11)
