Fixes #210
Added basic test coverage for concoredocker.py functions. Tests cover:
safe_literal_eval() with valid/invalid inputs
initval() parsing
unchanged() state tracking
read() and write() with mocked file paths
Also added requirements-dev.txt with pytest.
