This PR adds functionality for a sub-location for ingredients in the IMS
This will add the ability for kitchen staff to assign ingredients a location within the restaurant. Example:
The user has the ability to add new locations from within the ingredient page or from the Location configure page.
The configure page can be used to edit, add or delete storage locations.
