this probably isnt the best way to do this but #lol
this change makes gate costs feel more random. in the most recent update i've been having issues with the increment being set to two after the first boss and never being re-set. this should fix that.

i'll preface this by saying you probably will want to not have this at the top of init, and probably could have done this in a more concise way than i did
added locations groups for some general stuff (hub, whole levels, mr krabs, ect)
also added location groups for each individual region (except for Merm05, GY04, and Dream05)
as always feel free to make changes however you see fit. i didnt test this that much but i assume if it shows up in the datapackage export it should work. also if you want me to make changes i can
