fix OpenJPEG on Ubuntu

Description

Fix importing the system OpenJPEG on Linux - it has an ancient CMake that does not export INTERFACE_INCLUDE_DIRECTORIES

Let's join forces, I am the author of the JavaScript bindings https://github.com/mmomtchev/magickwand.js/ and I build on all OS + WASM.
At the moment I am using conan+autotools (it's you who recommended conan to me an year ago) and their POS build on Windows - which they broke over this weekend once again.
I would greatly benefit from a CMake build especially since I am also working on a new meson based system for C++/JavaScript projects.
