Implements Dataset Item API endpoints for creating, retrieving, listing, and deleting dataset items: - DatasetStatus enum (ACTIVE, ARCHIVED) - DatasetItemResponse and DatasetItemListResponse value objects - DatasetItem resource class with create(), get(), list(), delete() methods - Adds delete() method to TransporterInterface - Test fixtures and 6 feature tests with full coverage
