Implements GET /api/public/observations and GET /api/public/observations/{id}
- ObservationResponse with full observation data including usage, costs, model info
- ObservationListResponse with pagination metadata
- Support for filtering by traceId, type, name, userId, timestamp, etc.
- 4 tests covering get, list, filters, and usage data
