Update to latest arrow2 + new datatypes

Blocked on:

• Reduce the overhead of DataTypes jorgecarleitao/arrow2#1469

This updates to latest arrow2 (using a patched branch until the PR above hopefully gets merged and released) and accommodates for all the changes to DataType.
