conclave is now public. Add the community health files to match the sibling mcp-warden's public-readiness baseline: - SECURITY.md: private reporting via GH advisories + email; BYO-keys credential-leak as the headline security boundary; 0.3.x supported. - CONTRIBUTING.md: dev setup, offline/key-free test suite, the BYO-keys contract (no key stored/logged/serialized; redact() on error paths), PDD-is-canonical, PR checklist. - CODE_OF_CONDUCT.md: Contributor Covenant v2.1.
