What this PR Provides

• After discussion with our internal legal teams, I update the approved licences:
  • Relax match rule for Eclipse Public Licence
  • Add LGPL-2.1-only licence as approved

Fixes

• fixes chore(deps): bump the all-minor-and-patch-updates group across 1 directory with 12 updates #74
