Update h5web/lib to 16, add front and back end line width support, and fix line plot to update properly when config changes

Could update LinePlot.stories.tsx to have a story that has line on and different widths.
On the main story, although you can drill down into lineParams and set width and lineOn you do need to know the keys because they're not set in the story Single.
If you add some values for these params, it populates those in the docs.
