[Part 20] Remove Onyx.connect from LocalePhoneNumber

Explanation of Change

This PR removes another focused LocalePhoneNumber.formatPhoneNumber dependency from the IOU confirmation payee option path.

getIOUConfirmationOptionsFromPayeePersonalDetail no longer imports/uses the module-level formatter indirectly through OptionsListUtils. Instead, the Money Request confirmation hooks pass the localized formatPhoneNumber from useLocalize() into the helper when building the split request “Paid by” payee row.

User-facing behavior should stay the same. Payee display names and SMS logins in the split confirmation flow should still render formatted correctly, but this path now uses the active localized formatter so we can continue moving toward removing Onyx.connect() from LocalePhoneNumber.
