Replaces the verbose engineering-notes changelog entries with the concise user-facing versions already shipped with the 0.1.11 rc series, and records the rc history. Version 0.1.10+1 (documentation-only, no code changes) was published to pub.dev from this branch so the package page renders the sanitized changelog.
