Unintended lockfile format version bump to v4

Low Severity

The Cargo.lock format version changed from 3 to 4 as a side effect of this dependency bump. This wasn't part of the intended rand version update. Lockfile v4 requires Rust 1.78+ and is incompatible with older Cargo versions and some ecosystem tools (e.g., cargo-audit, cargo-outdated). Anyone building this example with Rust < 1.78 will get an error about not understanding the lock file format.
