Add localized tooltip entries for the transposer and use them in code. Added tile.oc.transposer.tooltip to en_US and ru_RU language files, imported StatCollector in Transposer.scala, and replaced the hardcoded English tooltip with StatCollector.translateToLocalFormatted(...) to display the transfer rate using localization.
