Updates the site to use CSS variables generated by material-color-utilities and adds some style updates to make the site match M3 design language better. Buttons are always in outlined style, adding more variants is out of scope for this PR. The variable font versions of Roboto and Roboto Mono are uploaded and switched to in this PR, but it can be split out into a different PR if needed. They were switched to allow the semibold font on buttons to work.
Add media hover clause to hover colour changes so they don't trigger when using a touchscreen

It also adds high contrast support, using a contrast value of 1 with material-color-utilities to match Android.
