This rebases the flake work from #1024 onto current v8 and keeps the project-specific uv2nix packaging intact.
Changes:
add a uv2nix flake with package, app, devShell, and hermetic pytest check outputs;
preserve sandbox-sensitive tests and include the Ollama extra needed by retry-cap tests;
make repository fixtures available to the Nix test derivation and fix /build path handling in XAML/spec tests;
replace the hand-written CI workflow with simit-generated GitHub CI and generated pre-commit wiring;
document the simit regeneration/check commands.
explicitly scope simit generation to Python/Nix components so Rust fixture files do not add Cargo hooks or CI environment.
