Add number plate detection using OpenCV (clean submission)

This PR adds a simple number plate detection example built using Python and OpenCV.

Key points:

• Uses OpenCV’s built-in Haar cascade
• Works with webcam input by default
• No binary files (mp4) included
• No external XML/model files committed
• Beginner-friendly and easy to extend for OCR or traffic-related projects

This is a clean re-submission after addressing the earlier review feedback.
