Added the frontend structure for the Create User page in the PHOENIX dashboard. This includes fields for full name, email, role selection, temporary password, confirm password, administration privilege checkbox, and action buttons. Also updated related page flow and styling so the page fits the existing dashboard direction. This is currently frontend-only and prepared for possible backend/API integration later.
