Summary

  • Route the Linux Rust coverage/test jobs and Linux JS build matrix entries to incredibuild-runner.
  • Keep this PR intentionally clean: only runs-on / matrix host values change.

Context

This validates the runner after the upstream vnext fixes are merged and deployed:

No repo-local IB profile XML or diagnostic helper steps are added here. If CI exposes another runner gap, we will classify it before deciding whether it belongs in hosted XML, vnext runner behavior, or a minimal Monty workflow exception.

Test plan

  • GitHub Actions ci on this PR.
  • Pay special attention to test-rust, test-python-coverage, bench-test, and miri.

Validate the post-vnext runner image by moving only the Linux Rust and JS CI hosts to the Incredibuild runner label.

Run test-rust after the smaller Linux Rust IB jobs so the single-host runner does not cancel the multi-pass coverage workload under concurrent load.
