Validate the post-vnext runner image by moving only the Linux Rust and JS CI hosts to the Incredibuild runner label. Co-authored-by: Cursor <cursoragent@cursor.com>
Run test-rust after the smaller Linux Rust IB jobs so the single-host runner does not cancel the multi-pass coverage workload under concurrent load. Co-authored-by: Cursor <cursoragent@cursor.com>
