Add fmu ram threshold

Multiple issues with FMU leaking into memory are reported:

• Memory assertion in FMU exported from OpenModelica OpenModelica/OpenModelica#14509
• co-simulation FMU export: memory leak in simulation OpenModelica/OpenModelica#10790
• FMU - Memory Buildup Issue  OpenModelica/OpenModelica#12225

Until these are fixed, add a check that reloads the Fmu if a certain threshold is exceeded.
