Pull request overview
Updates the CommentBreakage GitHub Actions workflow so it correctly generates the breakage summary from downloaded artifacts and posts it back to the originating pull request (including PRs from forks via workflow_run).
Changes:
- Fix YAML/script formatting issues in the summary-generation step.
- Adjust artifact iteration logic to match
merge_multiple: truebehavior (treat downloadedbreakage-*entries as files, not directories).

I retested on a private repo (but it's quite hard to copy the Breakage workflow correctly), the workflow should (hopefuly) work now.
