Merge VS Code autoApprove domains and keep chat tools setting#11

Expand chat.tools.urls.autoApprove in the managed settings.json to the full union of domains present locally (datadog, anthropic, claude, jfrog, weather, modelcontextprotocol, github.blog, etc.) so applying chezmoi no longer drops them. Also keep both workbench.browser.enableChatTools = true and claudeCode.preferredLocation = panel so neither setting is lost.
