Glued and &>/>& redirections, cwd changes that leave the workspace,
and common mutating utilities (touch/mkdir/ln/truncate/chmod/chown/dd)
now hit the interactive boundary; curl -F/--form and --request=METHOD
count as external side effects; production/prod/release return to the
dangerous pattern; plan step descriptions are no longer classified as
shell commands; a prose-only answer terminates after one quiet
continuation instead of spinning to a blocked checkpoint.

Review pass on the lease hardening: curl short upload flags (-F/-d/-T,
glued or spaced, case-sensitive so -fsSL stays read-only), cp/mv/install
-t/--target-directory destinations, cd/pushd with flags or no operand
(bare cd goes to $HOME), ~username targets, delegation-shaped step
types (delegate/teamforge/team-agent) now authority-target-bearing, and
unrecognized cesarAutoApproveMode values clamp to safe-only instead of
falling through the whitelist gates. Handler comments moved into doc
attributes to satisfy the KERN self-coverage guard.
