The local machine enforces Smart App Control against the rebuilt unsigned helper/NSIS intermediate. Local helper, packaged-helper, native-audio E2E, and installer-upgrade attempts therefore failed explicitly with
spawn UNKNOWN/ policy-blocked diagnostics; they were not skipped or represented as passing.
