GitHub cached the original workflow_dispatch: {} as invalid and never
re-indexed. Renaming docs-sync.yml to sync-cli-docs.yml forces a fresh
workflow ID with correct triggers.

GitHub cached the original workflow ID without workflow_dispatch trigger. Renaming the file forces a new ID with correct triggers.
