…don't need the full project preference (#116222) Call `get_automation_handoff(project.get_option)` directly instead of going through `read_preference_from_sentry_db` (which also queries repos) in call sites that only need the handoff config. Similarly, `get_automation_stopping_point` now reads the stopping point project option directly. There's no behavior change and the data sources stay the same. I'm just calling the relevant getter directly instead of via `read_preference_from_sentry_db`.
