Make sure that the package can actually be installed (e.g. via make install or cmake --build build --target install).
Cleanup the cmake configuration to use a targets based approach and use targets where possible

This is necessary to fix the last part of LUXEsoftware/luxe-spack#3

E.g. enforce standard compliant c++ and allow to easily choose between different build types
