Prepares the 7.4.0 release.

• Bumps version to 7.4.0 in pyproject.toml, labelbox/__init__.py, and Sphinx docs/conf.py
• Adds CHANGELOG.md entry for 7.4.0 highlighting: support for groups in invite_user(), new group classification type, model config response count support, and a Workflow Management fix to allow multiple inputs
