Add sponsor-rent-top-ups toolkit

Summary

• Add sponsor-rent-top-ups toolkit with TypeScript and Rust examples for sponsored Light transfers (fee payer covers rent top-ups so users don't need SOL)
• Update CI: sync workflows from escrow-fixes repo, add pinocchio-swap job, add cargo check for sponsor-rent-top-ups, add docs snippet sync dispatch workflow
• Fix broken README links (create-ata → create-associated-token-account), add missing entries (sponsor-rent-top-ups, pinocchio-swap), update CLI version references (alpha → beta)

Test plan

• CI passes: cargo check on toolkits/sponsor-rent-top-ups/rust
• CI passes: existing Rust and TypeScript test matrix
• Verify all README links resolve to existing files
