adding a condition for dates

Changes:

• adding the conditional statement to standard articles in xslt , such the xslt will transform the
  oldest year and take only it values
• this adjustment is to avoid any conflicts , because some of our softwares has more than
  one standard artcle , so it will only take one correct value
