The test was failing in CI because config.yaml doesn't exist there. Mock the config module to provide a default agents config. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
Reverts the mock.module approach which affected all tests globally. Instead, create a minimal config.yaml in CI before running tests. Co-Authored-By: Claude Opus 4.6 <noreply@anthropic.com>
