Updates the repository’s PR-to-JIRA GitHub Action to use the newer reusable pr_actions workflow, expanding when it runs so JIRA metadata/actions stay in sync with PR updates.

Changes:

• Renamed the workflow and switched to MiraGeoscience/CI-tools/.github/workflows/reusable-jira-pr_actions.yml@v3.
• Expanded pull_request event types to include synchronize, reopened, and ready_for_review.
• Reordered/retained required JIRA secrets for the reusable workflow call.

• This workflow no longer clears default GITHUB_TOKEN permissions at the workflow level. Other workflows in this repo consistently set permissions: {} at the top and then grant minimal job-level permissions, which helps avoid accidentally broad permissions if more jobs are added later. Consider re-adding permissions: {} at the workflow root (above jobs:) and keep the current job-level permissions.
