Some very basic support for https://github.com/CobaltWolf/Bluedog-Design-Bureau that moves most of the early capsules to appropriate tech nodes but leaves a lot of accompanying parts so the tech tree still looks very clunky. This is just meant as a start in service of solving #111 but needs more work with balance and part positions.
