As discussed in key4hep#25 we would ideally like to keep the binary and other config files out of the repository (and mainly the git history) as such.
This adds on-the-fly downloading for these files during cmake. It also includes a checksum to verify we got the right files. This will also give us a handle on how to track changes to these files since we will have to update the md5sums in the corresponding file list.
