• CONTRIBUTING.md

• images in support of documentation in webdocs directory

Thanks @jpl-jengelke ! This is a great baseline. If we should be making some of our own changes to this baseline, do you think retargetting to a feature branch would be a good idea?

Also curious as to if you've looked into template forms? Was planning on implementing when we have some spare time.
