PT-M1 docs layout only. Adds the mandated docs layout, manifest-listed org ADR mirrors, template ADR relocation, Diataxis starter content, and docs indexes. Validation: check_docs_layout passed; org ADR mirrors hash-match manifest masters; python scripts/qa.py passed; attribution marker scan passed. Does not claim full check_baseline_manifest conformance, reformat ADR bodies, or add a src skeleton.
