The published CLI moved to 0.13.0; bump plugin.json to clear the version-sync gate. The re-rendered agents carry one change: they declare model: inherit instead of pinning Opus, so they run on the parent session's model. README and manifest descriptions now say Claude Code and Cowork, since the desktop app installs the same artifact and runs the bundled agents and hooks in Cowork.

Why
The published CLI moved to 0.13.0; the version-sync gate blocks every push until plugin.json matches. Lockstep bump, same shape as the prior ones.
What changed
Test plan
All three CI gates run locally: render byte-identity against the published 0.13.0 wheel passes, claude plugin validate --strict passes, version gate satisfied by the bump.
