Summary

Refactor NetOpsBench around canonical topology/runtime models while simplifying the platform implementation and
preserving CLOS and fat-tree benchmark behavior.

Key Changes

• Add schema-v3 topology manifests and explicit runtime identities.
• Integrate CLOS and fat-tree k8/k12 through one preseed artifact pipeline.
• Unify standard traffic planning and bounded Pingmesh full-coverage rotation.
• Improve BGP, interface, and Pingmesh observability.
• Consolidate worker lifecycle into platform/runtime.
• Remove legacy metadata, sFlow, screenshot, shell fallback, and test-only abstractions.
• Package required topology, observability, and scenario assets in the wheel.
• Simplify session dispatch, fault registries, toolkit operations, and environment-variable handling.
• Fix concurrent runtime management subnet allocation.
