Added support for captcha content negotiation, with two new configuration options:
NETACEA_CAPTCHA_PATHcontrols which path captcha pages can be requested on-demand.NETACEA_ENABLE_CAPTCHA_CONTENT_NEGOTIATIONis a feature flag that, when enabled, allows captcha JSON responses to be served for requests that support it.
