Describe what this PR does.
Implements a standalone python script that allows traffic lights to be synchronized in Carla with a provided Sumo scenario. Documentation has been provided for building Carla 0.9.15 on Ubuntu 22.04, importing map files into Carla, and generating traffic lights in Carla using a traffic_light_table csv file.

Test Cases
Script was tested using the MLK_SUMO scenario and provided traffic light table with the provided Carla MLK map files. The map was added to Carla 0.9.15 by ingesting it through a source build of Carla on Ubuntu 22.04, traffic lights were added to the map through the UnrealEditor using the added script unreal_placing_tls.py script, synchronization was verified by running the scenario from Sumo.
