Corrects the publication order in
publish.shto respect internal dependencies. This ensures thatatupa-adaptersis published beforeatupa-parser, and all strategy crates are published beforeatupa-sdk.Also adds fallback handling (
|| echo) to skip crates that were already successfully published in the previous failed run.
